OikosWatch: An Open-Data Observatory to Diagnose, Monitor & Assess Heraklion's Housing Crisis
Member States of the European Union are affected by a general housing crisis. This proposal focuses specifically on the housing crisis in Heraklion, structured in three parts: diagnosing the crisis, gathering the open data needed to act on it, and assessing impact once measures are in place.
The issue is not only economic, but also of data governance: authorities cannot currently see, in real time, how many units sit vacant, how many have shifted to short-term rental, or whether their interventions are working.
Municipalities should identify speculative behaviours and promote transparency in the residential market, to find a sustainable equilibrium between tourism-driven profit and the community's right to housing.
