CivicHome45: Essential Worker Housing Trigger

Problem and rationale: Housing affordability is usually measured through national or average household indicators. CivicHome45 redefines the problem from the city-functioning perspective: can the essential workers who keep a city running afford a basic 45m² home where they work? Athens is used as the pilot case, while the method is designed to scale across European metropolitan areas.

Evidence base: Using Q1 2026 Athens asking rent of €11.54/m², a 45m² home costs approximately €519/month. Against indicative 2026 Greek wage inputs, this creates rent-only/gross-pay burdens of 42% for an early-career teacher/PE employee, 44% for a TE nurse, 52% for an assistant nurse or municipal worker, and 56% for a minimum-wage essential worker. The 40% threshold is used as the policy trigger because Eurostat defines housing-cost overburden as housing costs above 40% of disposable income. The pilot proxy is conservative because it excludes taxes, utilities and other housing costs.

Proposal: CivicHome45 is a municipal open-data dashboard plus a policy-trigger mechanism. It calculates: 45m² rent / monthly essential-worker wage. Thresholds classify districts as 30-40% monitoring zones, above 40% policy-trigger zones, and above 50% emergency priority zones. Once triggered, the municipality chooses from a targeted toolbox: rent bridge for essential workers, public-land and cooperative affordable housing, fast-track non-profit housing permits, short-term-rental conversion or cap measures, arrears prevention and energy-renovation support.

Information sources and method: The data backbone combines Eurostat/EU-SILC overburden, arrears, overcrowding and rent/price indices; ESPON House4All local affordability mappings; OECD Affordable Housing Database indicators; national wage and minimum-wage data; local rent-per-m² sources; municipal data on permits, public land, social housing and short-term rentals; and the European Affordable Housing Plan for EU policy alignment. The same formula is reused city-by-city by replacing local rent and wage inputs.

Expected impact: For a nurse in Athens, the model estimates a gap of about €49/month to move rent burden from 44% down to 40%; bridging 1,000 such workers costs about €0.58m/year. Main KPIs are: reduce essential-worker rent burden to <=40%, number of workers helped, affordable units delivered, STR units returned to long-term rental, reduction in arrears, and number of EU cities publishing the CivicHome45 dashboard. The model is scalable to Lisbon, Barcelona, Milan, Amsterdam, Dublin, Berlin, Paris and other EU cities because the formula and open-data structure remain constant.

Governance level: Municipal level leads implementation; national level provides wage/subsidy/tax frameworks; EU level supports through funding, data standards, the European Housing Alliance and the European Affordable Housing Plan.
