A participatory process is a sequence of participatory activities (e.g. first filling out a survey, then making proposals, discussing them in face-to-face or virtual meetings, and finally prioritizing them) with the aim of defining and making a decision on a specific topic.

Examples of participatory processes are: a process of electing committee members (where candidatures are first presented, then debated and finally a candidacy is chosen), participatory budgets (where proposals are made, valued economically and voted on with the money available), a strategic planning process, the collaborative drafting of a regulation or norm, the design of an urban space or the production of a public policy plan.

Almost everything a newcomer to Belgium is told is an obligation. Register here. Bring this paper. Meet this deadline. Far less is said about what a resident can ask in return, or about why the paperwork defeats so many people who are perfectly entitled to the service behind it.

This workshop is the third of six in the Belgium pilot of the IDEAL project. Together we map how newcomers actually reach public services in Brussels, and where the procedures stop. The gaps, where nobody told you something you needed to know. The bottlenecks, where you knew exactly what to do and still could not get through.

The room then builds one page. Not a rewrite of a single form, but the page that ought to be attached to any public form in Brussels: everything a newcomer needs to know before starting, written in plain words by the people who needed it and were not given it. That page is the Easy-Access template. It goes to the project team, and is presented to local government offices for testing.
